WHAT is needed is for the authorities to enforce DISCIPLINE amongst the people.
Is the punishment severe enough ?
Who is really watching, enforcing …..24 hours a day, 7 days a week, 31 days a month ?
Perhaps the military should step in ?

But remember …… a good KING is compassionate, understands his subjects and will not make his people suffer.
